    In shorthand :
    - Make sure there is a strong team in the EU administration that on the one hand can influence European policy ( translate the bottom up input ), and on the other hand can advice or even help local government to use the instruments at hand.
    - Look at the overhead costs the EU rules inflict on projects in terms of reports, audits, and so on.
    - Work with the organisations of municipalities to set out the strategy (and to inform the cities and villages)
    - And when a new “Best Practice” is identified, work immediately on the way this can be copied / used by other public services. Maybe it’s enough to build that application in the cloud for everyone to use. (We did so in Flanders with a solution built by “Smart Cities”)

Priorities of Local Authorities, I think, are occupation and economic recovery, at least that’s what we have to face as priorities in Catalonia. From our point of view, Local Authorities (regions, city halls) are the ones really active on it and who have the tools to act directly.
Local Digital Agenda is just a “tool” to help the needed transformation, to rethink and be efficient. It is not technology, it is a way to define a new strategy and be able to improve the environment to work and fine “our own way” to solve the problems. That’s why, because it is a bottom up approach, I think also European Commission has to rethink and re-do the ways to help this initiatives. Funding is one of the items, but how to promote this bottom up approach, how to disseminate and encourage this strategys approach to the Local Digital Agenda, I think, should also be a priority.

Create a communication strategy, with citizens as targets, to help on disseminating ICT as a source for new business opportunities.

Open innovation should be built into the Strategic Guidelines for ERDF regional policy 2014-2020, transversally across all policy objectives. See the memo http://www.scribd.com/doc/57950374
